Mitigation Issues
Below is a part of an email I sent Brad Hazzard’s office. Here is the approval document http://northwestrail.com.au/document/show/251 I based the email on. His Department are now investigating this. We are having a meeting with Dominic Perrottet, his office and North West Rail tomorrow to try and stop the demolition until there is proper consultation.

- Consultations on the Environmental Impact 2 (including the demolition of the Hills Centre) occurred between 31/10/12 and 3/12/12,
were you involved? - If not, why not?
- How will the demolition affect your group?
- Do you think there was proper consultation with your group?
- Did you agree on feasible and reasonable mitigation and management measures?

There is a clause in the approval stating:
“LANDUSE AND COMMUNITY FACILITIES
E41. Where community and council facilities are impacted during construction works through temporary or permanent land acquisition,
reduced amenity, reduced access, reduced functionality or other impact, the Proponent shall, in consultation with the relevant council, community groups and key stakeholders, address construction impacts and agree on feasible and reasonable mitigation and management measures. Where appropriate, the Proponent shall determine viable alternative options for community facilities during the construction phase.
Mitigation and management measures shall be implemented, prior to impacts occurring.”
There are various concerning issues
relating to this condition:
1. I would like to say there has been no mitigation and management measures put in place for the clients who use the Hills Centre. The various school, dance groups and other cultural groups did not have a say in the demolition of the centre. I would ask you to stop the demolition until these groups have been consulted
2. The community who donated bricks and plaques for perpetuity at a cost of $1500 and
$200 each for the construction of this building have not been notified the
being is being demolished. (it is actually $50 and
$500)
3. The community who donated bricks and plaques for perpetuity at a cost of $1500 and
$200 each for the construction of this building have not received their money
back.
I would like to ask when are the people and groups going to get their money back?
What measures are going to be put in place for the various groups? Currently some of these groups are being forced to close as there is NO other suitable venue.
Demolition is a total waste of tax payers’ money and no other suitable venue is being planned.
